Season the chicken thighs all over with salt and ground black pepper, then set aside.

Make the honey garlic sauce: combine the honey, sugar, soy sauce, water, and cayenne pepper in a bowl.

Stir the sauce well, making sure the honey and sugar are completely dissolved, then set aside.

Turn on the Saute mode on your Instant Pot. As soon as the pot is heated, add 1 tablespoon of the cooking oil.

Pan-sear the chicken thighs, skin side down first, until both sides turn nicely browned.

Leave the chicken in the pot, add the remaining 1/2 tablespoon of oil and the minced garlic, and saute the garlic briefly.

Pour in the honey garlic sauce and use a wooden spoon to scrape up the browned bits from the bottom — this adds flavor and prevents a Burn error.

Cover with the lid, select Manual, and set to High pressure for 10 minutes.

When it beeps, turn the valve to Quick Release. Once the valve drops, carefully remove the lid.

Stir in the chopped parsley and serve the chicken with the honey garlic sauce immediately. If the sauce is too sweet, balance it with a splash of rice vinegar or a squeeze of lemon juice.
