Preheat the oven to 375°F (190°C).

Rinse the chicken drumsticks and pat them dry with paper towels so the skin browns well.

In a bowl, whisk together the oil, fish sauce, coconut milk, honey, black pepper, cayenne and turmeric into a smooth, pale yellow marinade.

Rub the chopped cilantro stems and minced garlic directly onto the drumsticks with your hands.

Pour the marinade over the chicken and mix until well coated.

Marinate for at least 30 minutes, or refrigerate up to 2 hours for the best flavor.
