Mix all the sauce ingredients — soy sauce, rice vinegar, sugar, cornstarch, and water — until well combined and set aside.

Mix the frying batter ingredients until smooth with no lumps, then add the chicken and stir to coat evenly.

Heat 2-3 inches of oil in a wok to 350°F (175°C). Gently drop in the chicken and loosen with a spatula to prevent clumping.

Deep-fry the chicken until golden brown, then remove and drain on paper towels. Discard the frying oil.

Heat 2 tablespoons of oil in a wok over high heat, add the garlic and stir-fry until fragrant, then pour in the sauce.
