Clean the chicken and pat it dry thoroughly with paper towels.

Using a mini food processor or mortar and pestle, blend the garlic, cilantro roots, and sea salt into a fine paste.

Add the paste, fish sauce, oyster sauce, and ground black pepper to the chicken and mix well to coat.

Transfer the chicken to a large Ziploc bag and marinate in the fridge for 4 to 6 hours, or preferably overnight.

When ready to cook, heat a pot of oil or a deep fryer to frying temperature.

While the oil heats, mix the all-purpose flour, cornstarch, and rice flour together in a new Ziploc bag.

Add the marinated chicken to the flour bag and coat evenly, shaking off any excess flour.

Gently lower the chicken into the hot oil and deep fry until crispy and golden brown, fully cooked inside but still juicy.
